What’s Involved in Making a Complaint?
The JPCA supervises investigations into complaints about the police. The Professional Standards Department of the States of Jersey Police will conduct the investigation into a complaint.
This section of our website explains the types of things you can complain about, who you can complain about, and what happens when you make a complaint. If you are unhappy about the outcome of your complaint, you can make an application for appeal.
When to make a complaint
If you think that a police officer or honorary police officer has behaved incorrectly, unfairly or criminally, you are entitled to make a complaint.
For example, if you felt that an officer was rude to you, used excessive force, unlawfully arrested you or abused your rights.
How to make a complaint
You can complain on someone else’s behalf as long as they have given written consent. All complaints must be made to the relevant authorities as noted below. The JPCA cannot receive complaints – our role is to administer effective, independent oversight of the police complaints system and supervise investigations into complaints.
Complaining about police officers
If you want to complain about an officer of the States of Jersey Police, you must make the complaint either in person at the police headquarters, or submit via email [email protected], or in writing to:

Complaining about honorary police
If you want to complain about an honorary police officer, you must write directly to the Connétable of the parish where the honorary police officer operates. Parish contact details.

Complaining about the Chief Officer or Deputy Chief Officer
If you want to complain about the Chief Officer or the Deputy Chief Officer, you must write directly to the Home Affairs Minister.
Legislation was introduced in 2017 to deal with complaints about the Chief Officer or Deputy Chief Officer. You can read more about this here.
Complaints about the JPCA
If you wish to raise a complaint about the JPCA in relation to their role in administering effective, independent oversight of the police complaints system and supervising investigations, including death or serious injury matters you should submit the details to the Chair of the JPCA via email at [email protected] or in writing to the Chair of the JPCA, P.O.
