Chris is a People Director with a background in business start-up, turnaround, team building and change, with detailed and in-depth experience across multiple commercial sectors and the public sector (NHS, local and central government).

Chris is the current Chair of the Jersey Appointments Commission.

Rachel graduated from UCL in 2001 with an LLB in law before attending the Inns of Court School of Law in London. Following the completion of a 2-year training contract, she qualified as a solicitor in 2004. Rachel practiced law at a major international law firm for 8 years, where she specialised in international arbitration, predominately in relation to multi-million-dollar construction and energy projects. She moved to Jersey with her husband in 2012 and currently works as a freelance legal consultant.

Blake has forged a career in the hospitality industry in South Africa, the UK and Jersey, bringing diversity of thought and experience to the JPCA as a member. Blake currently works at the Seymour Hotel Group as a Resort Manager.

Simon is a finance and real estate professional, also acts as an arbitrator and mediator bringing a keen understanding of fairness, due process, independence, and integrity. He provides commercial and real estate consulting services, whilst also acting as an independent non-executive director on fund boards investing globally. He has previously worked at senior level within international financial services businesses and banks.

Ms Cartwright is an FCCA Accountant and an experienced professional who has extensive financial, commercial and operational experience.  With an established track record in leading and managing projects with integrity and determination, Ms Cartwright enjoys analytical and fact-based evaluations of complex situations  

 Ms Cartwright holds a number of voluntary positions for local enterprises 

Mr Johnson has a legal background as a patent attorney and has years of experience investigating, communicating and resolving difficult situations within his professional role.  Mr Johnson’s training as a lawyer will complement the skill set of other members.  

Previously serving as the Head of Mental Health and Capacity Legislation for Jersey’s Health Service and as a Proceedings and Administration Officer for the Magistrate’s Court, Allison now supports the Council of Ministers through her role in the Ministerial Support Unit. With an honours degree in law and a wealth of professional and personal experience, she brings invaluable insight and expertise to the Authority.

David has held roles within Financial Services, primarily within JFSC and in Industry. David has a BA (Hons) in Modern Languages and European Studies, and ACIB with BSc Financial Services and a CISI Diploma in Investment Compliance. He brings with him policy achievements including implementing Jersey’s Alternative Investment Fund Manager’s regime, and a wide range of experience in monitoring, reporting, risk assessments and data management. He has broad and varied experience and knowledge which complements the experience and knowledge of the other members of the Authority.

Mrs Robottom is a seasoned HR executive with 35 years of experience driving and leading organisation transformation across all industry sectors. Working alongside boards and executives, she has led, advised, diagnosed, implemented and improved organisation performance across global ‘household names’.   Mrs Robottom is a Trustee and Board Member of a Charitable Trust. An Accredited Mediator, Mrs Robottom also specialises in workplace dispute resolution and is a Fellow of the Chartered Institute of Personnel & Development (FCIPD). 

Mr Rogers is a qualified project manager and change consultant with 20 years of experience working with businesses in the finance, commercial, retail and public sectors.  Mr Rogers is a qualified mediator, trainer, NLP Practitioner with a track record of fair and impartial decision making and proven ability in oversight roles, critically reviewing reports and challenging decisions.  He has also held a number of roles in Jersey’s rowing Community. 

Nicky is the JPCA’s Administrator.  She has a wealth of organisational and administrative experience having held an Operational Management role at a large Corporate company prior joining the Authority.  She is now in her 12^th year with the Authority and her role is to manage the office, maintain records and files relating to complaints and monitor the progress of complaints whilst under the Authority’s review.
